They do not file late. They file within the given extension period which is not considered a late filing.

The accumulating losses can be a benefit once DECN becomes profitable, because you can add up the losses with the gains.

If there is a specific reason for always filing late I cannot Elaborate on it, but up to this day, they were always within the tolerated Extension.

IMHO, the DECN management is not competent.

Were you aware that the 9/30/2013 Form 10-Q filing with the SEC does not add properly? I'm not kidding.

Filing incorrect statements with the SEC (and not correcting them) makes matters worse.
