It was from the Delaware SOS.

I calculated the O/S from the financials - and there were hundreds of posts saying who are we going to believe you or Delaware - well as it turns out I was right and the O/S is over 1 Billion and SKTO raised the A/S to 1.25 Billion.

But, I believe they are still selling unregistered shares.
