In post 24478, it was quite clear that one who has taken an oath is sworn to uphold their duty.

Nowhere was it mentioned that a retail investor with no knowledge or duty to uphold the law is required to comply. Many people bought Enron, they were not complicit.

However, if Arthur Anderson employees were shorting the stock during the investigation, they are complicit.
