I wrote about IMSC about 2.5 years ago that my biggest concern was that TSA would 'string IMSC along just long enough to see them wither on the vine'. That big money might be involved with established players to 'aid' in that process.

There is little doubt in my mind that at least half of that statement is true with other half TBD. I feel there are elements within TSA that have purposefully 'held IMSC's progress up'. This is not a TSA policy, but the process is complicated and cumbersome and it only takes a few rogue "cogs" in the machine to 'gum up' the process. These 'cogs' have close ties with established players.

My attempt to be somewhat fair to Mr. Bolduc's failure to deliver thus far.

With that being said, I do expect completion of OTE to be announced by the end of next week.
