Why not max out the O/S first?

Also aren't the officers holding 2 billion shares of common stock of the 2,267,950,326 O/S?

Seems pretty clear the float is actually 267,950,326 still judging by the way it is trading and any R/S would wipe out their common stock as well so if it is in fact going to happen I don't think it would be for dilutive measures making it one of the few positive R/S.
