ADCS and that is chump change but I would drag foot paying any government fee as long as I could. I'd say ADCS is pretty smart. Make them wait just like they make us wait. Besides a license is something that is just a revenue generator for governments. Nothing more. Has nothing to do with whether ADCS is a business or not a business. Proof being I never needed a license to fly in the military but I need the FAA to license me to fly civilian. If we apply your logic you are saying the military is not capable of operating high-tech aircraft because the government didn't license them.
