The certs are gifts guaranteed at $.20. Jason addressed in the radio PVEC release that these are still being processed. For every 1,000,000 shares you own of PVEC, you get 5,700+ of these gift certs (a little over $1100 for every 1,000,000 PVEC shares REGARDLESS of the value of PVEC stock come Sept.)

This is how I understand it, but most important in this is that they are still being processed.
