Sounds like that could happen anytime ... Like it could happen when an applicant is ready for the inspection but needs to save the licensing group time by going over a checklist to make sure they have the necessary requirements. That way the inspector doesn't waste time doing multiple site visits each time mentioning small things that need to be completed. Makes perfect sense to me...
