That's true about cashing out but it's also true that you can trade within your IRA account without cashing out. So technically they can sell once the restriction is lifted, they just can;t get the money until retirement age.
However, most employees probably don't know how to, or wouldn't take the time to, trade in their IRA Plus, if the company is strong, as it looks like APT is, most will want to keep their stock.
