Not exactly. Here's what the court decided:

These consolidated appeals are remanded to the district court for the limited purpose of enabling that court to state, orally or in writing, the reasons for its order denying appellant’s motion for bail pending appeal.

So: the district court judge must explain his reasons for denying Foley's motion. Foley may then file a supplemental motion with the appellate court explaining why he believes the judge is wrong.
