DR, it is the same old balloon they are trying to float. This time before they work on the standard. I think it is obvious that LTE will never get off the ground as long as they try to cap royalties. The market will determine whether or not prices are too high. So far, royalties have not delayed or stopped the market. Prices are coming down dramatically.
