Open the link in Chrome... should fail. Then open in IE... should open. Then open back in Chrome. I think there may be a redirect issue on the original browser when you try to open it. Opening the link in a second browser should fix the issue. It is opening as a picture so there is no source to view but I have a feeling that may be the issue.
