I believe what Peter said is that xxii could list nicotine level on cigarette pack (as you do in full disclosure of any food product), but not refer to it as "VERY LOW NICOTINE" which the FDA would have to approve.

Currently no company can, because the FDA hasn't concluded what they want to designate as VLN..ergo..the FDA study with XXII product.

There is nothing deceptive in labeling the truth of its content.
