75% complete and 75% paid are more or less the same thing...
We manufacture equipment daily that is 100% complete but 10-20% paid for. In fact, most of the time, I receive payment from my customer way before I pay for the material, parts, and labor used to make the products.
I built a house few years back and it isn't paid for yet either but is 100% complete.
