Bring me up to speed...please! Didn't the company just file 14c to increase shares from 5 billion to 25 billion shares?

It says in the filing:

The increase in authorized common stock will not have any immediate effect on the rights of existing stockholders, but may have a dilutive effect our existing stockholders if additional shares are issued.


Im confused...dilution has a negative effect on the stock, so what's going on?
