Nope no NSA clearance! I used to work in a HR department for a large company. This is how to do it. There is no database of everywhere someone has worked that you can check for free. There is some work history on a credit report (not free) though.

Here's what HR people do - if they don't contract out the background check:

Education: call each of the colleges listed and ask about the applicant. There's a database service available for this too - it costs money. You can't trust diploma or transcript copies these days unless sealed from the college.

Experience: call each of the companies listed and ask about the applicant. Don't expect to get too much information beyond "yes/no, he worked here" There are some liability issues here so most HR people won't talk about past employees beyond this.

Certifications: some have an online member database but for most we just call and check.

Character: pull a credit report - it tells a lot about a persons character. This isn't free. If the job indicates (and these days most do) pull a police record check too. A local is free/cheap - a 50 state and fed isn't.

References (non-work): call them - simple enough and it's free.

Other neat searches: ask for an email address on the job application - Google that email address. Check facebook and myspace, etc...

Easiest way - contract background checks out to a professional.
