Franchise dealerships were setup to cover distribution for major manufacturers when it was a new industries. As manufacturers grew and became more able to handle distribution, dealerships fought (in the same way a union would) to have legal protections set up. Those legal protections grew over the years and lead us to the situation we have now.
Tesla can't sell directly because no manufacturer can sell directly, [u]because dealerships established laws to protect themselves.
