Of course it does. Big Players stay away from stocks which are not DTC eligible. Market Makers have a Problem as well and the Settlements can be very chaotic - it can lead to heavy surcharges in Prices which could then be called irrational.

The only good Thing is, nobody would think about shorting the stock - while he could not borrow it.
