For example it says on this page of the FDA that some clinical trials participants pay. Read it.

Also, the PR states FDA guidelines are being followed.
There was another trials they announced in a similar way with costs and limited time only that is now officially on the clinicaltrials.gov.

Typically if a trial is placebo controlled then it is funded by the company.
