Neo CYGX is a fantasy for bird flu and the FDA does not and will not approve something without a thorough scrutinizing which could take years even with fast track status.

Only if something were a direct immediate threat already in use do I see a scenario like what Paulness described happening. It would have to be a pretty dire situation.
