Medical marijuana in Maryland has been a mess ever since they passed their highly restrictive "pilot program" last year. See, the program would only allow state university medical programs to dole out the ganja, and even then it had to be part of a larger clinical trial. In theory, that might have worked. But the reality is that none of the universities want anything to do with it. Basically, medical marijuana didn't exist in Maryland.
But a new bill approved by the state House yesterday would allow physicians to recommend medical cannabis to patients with certain conditions. Patients would get their herb from a licensed grower.
The measure passed through the House on a 123 to 13 vote, it's expected to see the same welcome in the state Senate.
The bill's author, Del. Cheryl D. Glenn, a Democrat from Baltimore, says the bill is "tightly restricted" and will keep recreational use of medical marijuana to a minimum.
"The important thing to recognize is that there are thousands of Marylanders who could be helped in the short and long term," Del. Dan K. Morhaim, one of the bill's sponsors, told the Washington Post.
The existing medical marijuana commission would be re-tasked with certifying physicians as well as set up a licensing structure for growers and issue ID cards to patients.
