Very nice post and you mention some key points there IMO.

They said they will start building the Gigafactory this year. With all the permits, location scouting, etc...you don't just pick a state and get started.

A $4-$5 billion dollar project does not just involve happenstance or haphazard planning. Similar to any sports stadium being built, an area is usually selected far ahead of the build time. And if AZ (which we know has a law in place preventing Tesla from selling their vehicles directly to the public) and NM haven't even been visited, it's almost safe to say they won't be.
