If a big retail fish wanted to "play" for a flip all they would have to do is accumulate say 100 mill .0002's and then use their leftover powder to create a buying spree to push the ticker to .0004 (since the .0003's were getting really thin) and then dump the 100 mill at .0003 and .0004 for a healthy wad of cash.
OR
It could be a MM using tactics for the seller.
I really have no idea.
