Look at the die sizes on SoFIA 3G and SoFIA LTE (For reference, BYT is 102mm^2, Broxton is 58mm^2) and you'll understand why Intel wants SoFIA - not Merrifield - for value/mainstream phones.
Remember: SoFIA has connectivity *and* cellular baseband as well as the apps processor on a single chip. This is much, much cheaper than an XMM 7160/XMM 7260 + Merrifield + Broadcom Wi-Fi/BT/GPS combo + NXP NFC chip
