here is where the GOV really did not tie its shoes

What comfort can you give to private sector investors considering investing in the future of the housing finance system when they believe that the government arbitrarily changed the rules of the game mid-stream with the Third Amendment?

So many here and in articles have said it

BIG money will be scared away (should be scared away) from being in the (political by nature) housing market financing if the GOV can step in - mess things up -- AND THEN AT ITS WILL CHANGE RULES IN MID STREAM ON ITS OWN
