Not much of a conflict considering these are issued and have a window for being exercised as an option. They also have a period for vesting which in this case is 6 months, so they have nothing to do with the market right now.

As far as being "bullish", depends on the company and where it is at in it's growth. In this case you want to see them using stock options to retain management as opposed to spending cash. The draw back however is the long term aspect of dilution, there is no way of getting around that fact.

These shares were issued, not purchased from the market, someone else has been slowly buying shares last week. It will be interesting to see where trading goes today and of course after close.
