Important question...what entity determines "when" the 30:1 R/S occurs?

Looks like the R/S won't happen until the end of Q1. The ticker change is in progress......so is the R/S date determined by the company or other factor (such as a certain length of time rule after the symbol change)?

Someone here knows this I'm sure...just curious on thoughts or known rules?
