I was involved (exact same role as here)in SPNG and I think what you find here will be the same there. the SEC starts with a trade suspension, then comes a Wells Notice, and the delay between the Wells Notice and an SEC action will be the FBI running their criminal investigation. too much trade money involved here for this to be a simple civil action and the SEC has to pass this on to the FBI first. In SPNG the SEC and FBI raided the offices together and filed civil and criminal charges at the same time.
