Arthur - hop-on has issued billions and billions of shares for "services". I'm not sure they could get an auditor to sign off on audited financials, which would be required if they ever wanted to uplist. There are other things that would also keep then in the gray or pinks indefinately. I see they recently "retracted" or clawed-back some of those shares. Were they a bit scared of regulators going after them? I remember seeing that, for quite a long time, they seemed to show moreb shares issued than the 7,480,000,000 authorized on pinksheets company info page.
