Yes, management is the seller. But it is more than just management in the strict sense of the words. It is their close group of associates that are not technically insiders, but who act with the knowledge that something is afloat even if they do not know the details. It is not the first time that this happens. The original public offering in 2000 now accounts for less than 5% of the total shares outstanding, and the authorizes shares as of the last increase to 300 million, following the 1-for-20 reverse split, is almost used up, and will soon need to be expanded. This is probably the last dead skunk bounce before a new application is placed with the state of Nevada to do another reverse followed by more authorized shares.
