Coincidental that they put in an update to specifically mention this:

The Transportation Security Administration (TSA) is updating Request for Proposal (RFP) No. HSTS04-09-R-CT2075 version 3.0 to version 4.0 as detailed in Amendment 004 attached to this notification. Please note that the updated RFP may only be provided to vendors who have successfully completed Step 2 of the ETD QPL process as set forth in the ETD QPL Announcement.



Maybe I'm crazy, but I have to think that was specifically put in to show that IMSC can be awarded the RFP. Any other takes on this?
