i dont know how, there must be a loophole or exception for some.......but there definitely are shorters..........maybe they "short for the day" and "forget" to cover that position that day ,,,,, and are happy to pay the penalty later on a short profit.

there is a reason why all the big firms....goldman sachs......merril lynch..etc.........all pay huge fines/penalties................and every year they continue to do shady things because their gains have mostly outweighed the penalties.

having a law and enforcing it diligently are two different things
