I am betting the license is a formality and approval is all but done. With the exception of the Mayor cutting the ribbon to the new facility. We wouldn't be pouring concrete otherwise. Oh and the fencing going up now... tells me the current facility will be up and running sooner than we all think. I would even go as far to say the plants are already a done deal with Humbolt waiting for the signal to transport "medical supplies" to the existing facility and a timeline for future orders.
