this article below is printed only 2 weeks ago and clearly gives the impression that manny mvp is having recent talks with cnooc and they are simply waiting for govt. approval....giving false hope........or premature hope the very least.

calling cnooc every 2 months to see when they can have an actual appointment does not equate to "still having ongoing communications/negotiations"
