Where is the Dividend Payout Money coming from?

This question has already been asked by others.

Given the March 14th deadline and
the company's ongoing cash flow problems,
it is therefore a relevant and timely question.

Responses so far have been somewhat vague and indirect.

In other words, it needs to be answered from a business
or accounting perspective.
