Rehash on block speculation

If the structure straddles block 2. Then the winner is Erhc.
If they can get a partner on block 2, they will have to drill by next year on block 2,3,4 and be ready for production if oil is found because if the obo structure straddles block 2, CVX will have to wait for the block 2 consortium to finalize their drilling programme.
Basically if Sao Tome wants the money, they should finish the psc's for 3 and 4 by Feb 28.
