The subject of the sentence is Bearpot, not the marijuana growing facility... Anyways, we're playing semantics here. The point you and I both know we are toying with is that the sentence says what it is intentionally supposed to say. Andy needed to release a PR showing that progress was being made and he did. And there is nothing about that sentence that pins him down to one or the other. Personally, I hope they do have a warehouse, farm house or outhouse somewhere in Teller County but if not that PR didn't lock him down to it.
