There are no posted bids above .002, but that does not mean there aren't bids there above .002. There certainly could be restricted bids, i.e. bids to buy large blocks of shares placed as "All or None" (AON), which is typical here. But it has historically been difficult getting bids filled between the Bid and Ask with CTYX. And, the danger of not using AON Bids here is that you get a tiny fill of shares that is simply not worth it. So, historically there is heavy use of AON bids with CTYX, and they never show on Level 2.
