It is unlikely that there will be an issue with the taxes because if you read about delays or denial of a license due to tax issues, California rules say that they may recommend refusal to issue a license if they are on a certified list.

(3) The State Bar of California may recommend to refuse to issue,
reactivate, reinstate, or renew a license and may recommend to
suspend a license if a licensee's name is included on a certified
list. The word "may" shall be substituted for the word "shall"
relating to the issuance of a temporary license, refusal to issue,
reactivate, reinstate, renew, or suspend a license in this section
for licenses under the jurisdiction of the California Supreme Court.
(4) The Alcoholic Beverage Control Board may refuse to issue,
reactivate, reinstate, or renew a license, and may suspend a license,
if a licensee's name is included on a certified list.
(b) For purposes of this section:
(1) "Certified list" means either the list provided by the State
Board of Equalization or the list provided by the Franchise Tax Board of persons whose names appear on the lists of the 500 largest tax delinquencies pursuant to Section 7063 or 19195 of the Revenue and Taxation Code, as applicable.



Since they are not on the list, I would believe that it is unlikely that there will be a hold up with any back taxes. I am not a tax expert or an expert in the license application process. Just reading what is posted for everyone to see.
