That is incorrect. The SEC has requested that FINRA compile and make available to the investing public, all equities that fail to deliver on all equities traded.

This is to try and stem the flow of Naked Short selling. I think it has failed to meet that goal. Here is an interesting read to get you up to be speed on Naked Short selling:
