Me thinks HC wants lots of access to MJ by April 1st. Bill's pot farm won't be producing MJ anytime soon, so to meet the coming consumer demand due to the new law in Canada banning the growing of your own pot plants on 4-1-14, HC will allow Bill to import MJ to meet the need right now and grant him a license to import & sell weed.

Who knows, just sayin............
