Funcity, he has many more than 7 million. I think the last count was something like 60 million.

Actually, not only can I see him doing a R/S, I think it is most probably.

Your question would be better worded as "why would the CEO buy 60 million share, do a R/S and then dilute the shares. The answer is, he wouldn't.
