My original link that discussed sole-source, was written by a third party seeking to assist companies in getting it, although it is easy to read, it is not the government wording, this is.

AFTC without doubt, knows the ins and outs of the benefits of SBIR sole source. And as Army/SBIR has invested $1.33 million dollars into AFTC developing this technology... no one is going to undercut AFTC.
