Here is a novel plan for uplisting.

In place of more dilution make an all stock buyout offer to an existing NASDAQ company to acquire their listing and do the merger. There has to be an undervalued or failing Asian listed Nas company available. After the merger, they sell off whatever parts of the acquired company don't fit the business model to pay for the deal. This would totally bypass the S-1 process and probably be cheaper and faster in the long run.
