Carter's shareholding has fallen from 19m to 14m.
How is that evidence of him buying shares?

It may be that Carter's not smart enough to complete a Form 4 correctly, but I'm willing to bet that he is. In which case the information he put on the Form 4 is both true, and accurate.

The information on the Form 4 is that he sold 5 million shares. And the evidence is that he says his shareholding fell by 5 million.

Go to the original source, and look at the SEC Form 4.
It's unwise to rely on second-hand sources when doing DD.
