Restricted shares must be held for a one year period on non-reporting stocks. If shares were issued in March of 2013 they would come off restriction ONE YEAR later. It would have been IMPOSSIBLE for these shares to have come off restriction yet and entered the float.
Yes the float jumped - but not because of the restricted shares issued AFTER March 2013.
Restricted shares would show up in the O/S but NOT the FLOAT until the restriction is lifted - which is one year AFTER they were issued.
