You can always call Scottrade and place a buy.

I hear ya though - Scottrade isn't a very good trading firm for pennies. I mean when people are buying pennies, they already understand the risks and rewards and we don't need a firm to restrict us in what we want to purchase.

Most of the time ST restricts buys for a short period then opens it up again. Total BS to me!!
