Three possibly reasons I can think of...

1) the numbers aren't that good and they think this is a better price than they will get in the short term.

2) they may think they will not need to dilute anymore once the mill is up, so what's the difference.

3) they want the dilution out of the way so it doesn't interfere with the market once the news is released.
