It's not unreasonable to believe that they'll get the permit prior to the build out of the complex. I've done a lot of permitting in Canada and if they know that you have all your ducks in a row so to speak and you can show them that signatures are in place they'll grant a permit.

Would anyone build a very costly structure not knowing if they're going to receive a permit and would the agency granting the permit expect that a builder sink millions of dollars into a structure without a permit or at least knowing that one will be granted somewhere along the line.

Just saying, the permit will more than likely show up when least expected, could be tonight!
