Sell does not equal dilution on PEII or any other stock.

The issuance of new shares that DILUTE percentage of individual shareholder ownership by increasing the number of outstanding shares is dilution.

Selling comes after dilution if the owner of the shares CHOOSES to do so. It is not automatic.
